Penlink, founded in 1986, is a provider of \u00abmission-critical communications and digital evidence collection and analysis software\u00bb to law enforcement agencies in the U.S. and\u00a0across the\u00a0world.<\/p>\n<p>U.S. customers of the Webloc include Immigration and Customs Enforcement (ICE), the U.S. military, Texas Department of Public\u00a0Safety, DHS\u00a0West\u00a0Virginia,\u00a0NYC district attorneys, and various police departments in Los Angeles, Dallas, Baltimore, Tucson, Durham, and in smaller cities and counties like the City of Elk Grove and Pinal\u00a0County.<\/p>\n<p>\u00abWebloc is sold as an add-on product to the social media and web intelligence\u00a0system <a href=\"https:\/\/www.surveillancewatch.io\/entities\/tangles\">Tangles<\/a>,\u00bb Citizen Lab researchers Wolfie Christl, Astrid Perry, Luis Fernando Garcia, Siena Anstis, and Ron Deibert said. \u00abWebloc provides access to a constantly updated stream of records from up to 500 million mobile devices across the globe that contain device identifiers, location coordinates, and profile data harvested from mobile apps and digital advertising.\u00bb<\/p>\n<div class=\"dog_two clear\">\n<div class=\"cf\"><a href=\"https:\/\/thehackernews.uk\/vpn-risk-report-inside-d\" rel=\"nofollow noopener sponsored\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"lazyload\" alt=\"Cybersecurity\" src=\"https:\/\/blogger.googleusercontent.com\/img\/b\/R29vZ2xl\/AVvXsEgWajeG0cdaapf1GKTZRUZUB7BzuYGegyw5k0eAorJXlmkFdYCCeLXXhXYJuXU9lWD33rV6rRnIyly3czoNfYifpxk1eGA5slItPmim3HkubXoQMgC4J7hdQPywxGbWq7Eqeff_o6s2Fq-WmSFd5guwdLn7IqpveMqULqtVnd-ndnljWYGj45EkMFB7m0qm\/s728-e100\/z-d.jpg\" width=\"729\" height=\"91\"\/><\/a><\/div>\n<\/div>\n<p>The ad-based surveillance system, in a nutshell, makes use\u00a0of <a href=\"https:\/\/www.wsj.com\/articles\/federal-agencies-use-cellphone-location-data-for-immigration-enforcement-11581078600\">data purchased from mobile apps and digital advertising<\/a> to analyze the behaviours and movements of hundreds of millions of people. It\u00a0was officially announced by Cobwebs Technologies in October\u00a02020, <a href=\"https:\/\/web.archive.org\/web\/20260331150609\/https:\/\/www.prnewswire.com\/news-releases\/osint---the-future-of-location-intelligence-301152168.html\">describing<\/a> it as a\u00a0\u00ab<a href=\"https:\/\/web.archive.org\/web\/20210513075243\/https:\/\/cobwebs.com\/products\/location-intelligence-system\/\">cutting-edge location intelligence\u00a0platform<\/a> that gathers and analyzes web data fused with geospatial data points, using interactive layered maps to connect the digital world with physical\u00a0data.\u00bb\u00a0<\/p>\n<p><a name=\"more\"\/><\/p>\n<p>Customers of the tool can use it to monitor the location, movements, and personal characteristics of entire populations up to three years in the past. The\u00a0company is suspected to have shuttered its operations in\u00a02023.<\/p>\n<p>As many as 219 active servers associated\u00a0with <a href=\"https:\/\/web.archive.org\/web\/20260310154801\/https:\/\/www.dataexpert.eu\/products\/osint-platforms-cobwebs-technologies\/web-investigation-platform\/\">Cobwebs product deployments<\/a>\u00a0have been identified, most of which are located in the U.S. (126), Netherlands (32), Singapore (17), Germany (8), Hong Kong (8), and the U.K. (7).
